Its response time for low voltage is 1 second? Don't you have something similar to overvoltage protection, which responds in under 20 milliseconds?
The low voltage response time is intentional to allow for momentary voltage dips on load inrush. Prevents nuisance tripping! The 20mS reference is for the operating time of the relay on over voltage conditions (no f/w delay) as over voltage can damage electronics as opposed to low voltage.
